Homeland Security
Representatives of the U.S. Department
of Homeland Security are in Chicago to
address security at Jewish institutions.
They arrived Sunday and are working
dosely with the Chicago Jewish fed-
eration, according to Paul Goldenberg,
national director of the Secure
Community Network (SCN), a security
agency that is the product of the Jewish
Federations of North America and
the Conference of Presidents of Major

Protect Jewish Students
WASHINGTON (JTA) -- New federal
anti-bullying guidelines for U.S. edu-
cators will increase the protection of
Jewish students from anti-Semitism.
Secretary of Education Arne Duncan
issued an Oct. 26 letter that in effect
applies Title VI of the Civil Rights Act of
1964 to the protection of Jewish students
from anti-Semitism on campuses. Title
VI prohibits discrimination based on
"race, color or national origin; but does
not indude religion.
Under the Department of Education
guidelines, the Civil Rights Act can
be invoked if anti-Jewish behavior is
thought to stem from shared ethnic
characteristics.
U.S. Rep. Brad Sherman, D-Calif.,
and Sen. Arlen Specter, D-Pa., intro-
duced legislation last month that would
amend the Civil Rights Act of 1964,
whose Title VI prohibits discrimination
based on "race, color, or national origin"
to also include religion. The Zionist
Organization of America led efforts to
bring legislative changes to Title VI,
induding lobbying.
"The policy is now dear: Colleges and
universities will no longer be permitted
to turn a blind eye when Jewish students
face severe and persistent anti-Semitic
hostility on their campuses; Sherman

This week, senior Homeland Security
leadership began a series of conference
calls with senior Jewish leaders across
the country focusing on increased secu-
rity concerns.
"SCN is monitoring the situation on a
national basis; said Goldenberg.
Meanwhile, a Chabad House serving
Northwestern University in suburban
Chicago was vandalized.
The large menorah in front of the
Tannenbaum Chabad House, located
a block from the university's Evanston
campus, was vandalized for just the sec-
ond time since the Jewish center opened
more than 20 years ago, the Daily
Northwestern reported.
"I've been in this community for so
long and we've never had vandalism of
this nature; Chabad director Rabbi Dov
Hillel Klein told the student newspaper.
"I was pretty saddened by it. I felt
somewhat violated;
Evanston police have classified the
incident as a hate crime, Klein told the
newspaper.

Israel 'Central Threat'
ISTANBUL (JTA) -- Israel is seen as
"a central threat to Turkey" in a policy
paper written by Turkey's National
Security Council.
At the same time, the security council
removed Syria, Bulgaria, Georgia and
Armenia as well as Iran from the list of
countries that pose a threat to Turkey,
according to Turkish media outlets cited
late Saturday by the Israeli media.
"The region's instability stems from
Israeli actions and policy, which could
lead to an arms race in the Middle
Ease,' the policy paper, known as The
Red Book, reportedly said, according to
Israel's Channel 10. It was the first time
that Israel was seen as a threat to Turkey
since 1949, according to Channel 10.
