asked six months ago to prepare the
report. Only three of its 30 pages were
published due to Israeli national secu-
rity concerns. His report also said that
Israel should press Washington to agree
to a new trial for Pollard on the grounds
that he did not receive due process in
his first trial.
Supporters of Pollard, who was
granted Israeli citizenship in 1995
and recognized by the government as
an Israeli agent in 1998, rejected the
comptroller's findings.

ter, handed over to Israel by Egyptian
mediators four months after the soldier
was captured in a cross-border raid in
June 2006.
The letter reads, in part, "I send you
peace and health. My own health is
dwindling from day to day, particularly
my mental health, and this causes me
much depression: "`I am waiting for
this intolerable nightmare of mine to
end, to be released from this lonely and
closed prison, especially since my 20th
birthday has passed, one I had hoped
we could celebrate together."
Shalit's father, Noam, said release of
the letter from three years ago was not
a sign of anything regarding his son's
current condition or negotiations to
free him.

Arad Died in 1990s?

A secret military
intelligence committee determined that
missing Israeli airman Ron Arad died
in Lebanon in the mid-1990s, an Israeli
newspaper reported. Yediot Achronot
reported that the committee's classified
report said Arad was probably alive for
about nine years after his plane crashed
over Lebanon in 1986.

In response to the report, the Prime
Minister's Office announced on Sept. 6
that Israel continues to search for Arad
and "until we have conclusive evidence
to the contrary, the assumption is that
Ron Arad is alive."
Arad was captured by Lebanese ter-
rorists and turned over to Iran. The
last proof given to Israel that Arad
was alive was in May 1988. According
to the report, Arad is believed to have
died from an unknown illness after he
returned from Iran to Lebanon, where
he was held at a Revolutionary Guards
facility. His gravesite has not been
located, the report said.
The Israel Defense Forces tried to
have Arad declared dead in 2005, but
security services wanted DNA evidence
for such a declaration. Then-Prime
Minister Ariel Sharon also did not
accept the report's conclusions, accord-
ing to Ynet.
Carter: 1 State
Looms

former U.S. president said in an Op-Ed
published on Sept. 6 in the Washington
Post. He said the possibility of one state
"is obviously the goal of Israeli leaders
who insist on colonizing the West Bank
and East Jerusalem."
"A majority of the Palestinian lead-
ers with whom we met are seriously
considering acceptance of one state,
between the Jordan River and the
Mediterranean See Carter went on.
"By renouncing the dream of an inde-
pendent Palestine, they would become
fellow citizens with their Jewish neigh-
bors and then demand equal rights
within a democracy. In this nonviolent
civil rights struggle, their examples
would be Mahatma Gandhi, Martin
Luther King Jr. and Nelson Mandela."
Carter said that "Non-Jews are already
a slight majority of total citizens in
this area, and within a few years Arabs
will constitute a clear majority."
He wrote the piece following his visit
to the region with the "Elders," who
include Archbishop Desmond Tutu,
former presidents Fernando Henrique
Cardoso of Brazil and Mary Robinson
of Ireland, former Prime Minister Gro
Brundtland of Norway and women's
activist Ela Bhatt of India.
