Israel has 33,051 licensed physi-
cians, 25,542 under the age of 65. In
2008, 606 new licenses to practice
medicine were issued, compared to
898 in 2000, according to the report.
Fewer doctors are moving to
Israel from the diaspora, according
to the report, which pointed out that
the number of licenses issued to
doctors of Eastern European origin
has dipped to very low levels.
Over the past five years, about half
the new doctors were graduates of
Israeli medical schools, compared
with one-third in 2000, also reflect-
ing the decline in the number of
doctors making aliyah.
At the end of 2008, some 43 per-
cent of new physicians were women,
compared with 49 percent in 2006
and 2007. Currently, 40 percent of
doctors in Israel are women. Israel
has four medical schools; plans to
create a fifth have been delayed,
according to reports. More than
1,000 Israelis reportedly are study-
ing medicine at schools abroad.

Construction Frozen
Jerusalem/JTA— Israeli officials
reportedly have agreed to freeze con-
struction in the West Bank until the
beginning of 2010. JTA first reported
the unofficial freeze on July 6.
Prime Minister Benjamin
Netanyahu, Defense Minister Ehud
Barak and Housing Minister Ariel
Atias have agreed to a moratorium
on building in the settlements in
order to give the peace process a
chance to move forward, several
news outlets reported this week.
"Since the government was estab-
lished five months ago, no tenders
have been issued for Judea and
Samaria," Atias told Israel Radio,
echoing what officials told JTA in
early July.
"The fact is, we are in a holding
pattern; an attempt, I believe, to
reach an understanding with the
U.S. administration and a compre-
hensive peace agreement."
Netanyahu's office has not con-
firmed the freeze.
The freeze reportedly includes
eastern Jerusalem, according to the
French news agency AFP, but Peace
Now told Reuters that the building of
more than 1,000 previously approved
housing units is continuing.
The United States has called on
Israel to halt all construction in the
West Bank.
Palestinian Authority President
Mahmoud Abbas has said that the
Palestinians will not agree to resume
peace talks until all settlement-
building activities cease.

When Henry Leopold became
involved with Hebrew Free Loan in the
1960s, the agency's small office had
only a part-time secretary to take
applications. "At that time, $300 was a
large loan," Henry said. "What I liked
was that we as volunteers had direct
contact with borrowers during our
Sunday interviews. Everybody was
helped in some way."
Henry became HFL's president in
1977, and in the early 1980s helped
found the Association of Hebrew Free
Loans with leaders of Free Loans from
other cities, which evolved into the
International Association of Hebrew
Free Loans. Henry served as its found-
ing president, remaining active to date.
IAHFL volunteers and staff shared
ideas and programs, but "the real chal-
lenge was to invite more cities under the
IAHFL umbrella," Henry said. In the
aftermath of Hurricane Andrew, Henry
and another past president travelled to
Rorida to act as catalysts to merge two
independent Miami groups into the
Hebrew Free Loan of South Florida,
helping rebuild the area more effectively.
