She is survived by her sons and daughter-in-law, Marshall Philka of West Bloomfield; Jeffrey and Gabriele Philka of Novi; sister, Marilyn Crantz of Scottsdale, Ariz.; grandchildren, Rachel, Matthew, Jordan and Andrew Philka; nieces and nephews, Deborah (Dr. Barry) Wiss, Jacki (Dr. Mark) Kay, Melinda (Uri) Shemesh and David (Tamara) Crantz; many other loving nieces, nephews, family members and friends. Mrs. Philka was the beloved wife of the late David Philka; sister of the late Freida Daskal and the late Dorothy Zimmelman; mother-in-law of the late Barb Philka; sister-in-law of the late Larry Crantz. He is survived by his beloved wife, Marilyn Ratner; sons, David Ratner of Evanston, Ill., Barry Ratner of Richmond, Va.; sister, Ida Robbins of Buffalo Grove, Ill.; grandson, Alex Ratner; brother-in-law, Dr. James (Rose) Meltzer; many loving nieces, nephews, other family members and friends. Contributions may be made to the Benevolent Care Fund at the Fox Run Community or to the Menninger Foundation. Arrangements by Dorfman Chapel. NORBERT REINSTEIN, 94, of Oak Park, died Dec. 10, 2008. He was an internationally renowned health educator and health planner who served for many years as chief of health planning with United Community Services of Metropolitan Detroit. He was a past presi- dent of the National Society for Public Health Educators and the Michigan Public Health Association, receiving awards from the Detroit City Council, Michigan Legislature, several Michigan governors and many com- munity organizations. In addition, Mr. Reinstein was a very active member of the Jewish Community, serving as president of Congregation B'nai Moshe and later as Cultural Commission chairman and board member at Congregation Beth Shalom. He also served on the board of United Hebrew Schools for many years. He and his wife, Marianne, were honored by Israeli Bonds and the Jewish Theological Seminary for their work on behalf of these organizations. His most recent award was the 8 over 80 award, which honored his lifetime contribution to community. Mr. Reinstein is survived by his beloved wife, Marianne Reinstein; daughter and son-in-law, Gladys and Larry Rockind of West Bloomfield; son and daughter-in-law, Mark and Anne Reinstein of Ann Arbor; grand- children, Neil (Karen) Rockind, Sandy Rockind, Carin Rockind, Joel Reinstein and Elizabeth Reinstein; great-grand- children, Aliya, Harley and Jaden. He was the dear brother of the late Ernest Reinstein. Interment at the Hebrew Memorial Park Cemetery in Mt. Clemens. HELEN RICE, 94, of Southfield, died Dec. 12, 2008. She was a past president of the Temple Beth El Sisterhood, a past president of the Women's Division of Allied Campaign, a past president of the Women's Committee of Brandeis and served as a vice president and board member of Children's Center of Wayne County for many years. A life member of the National Council of Jewish Women and a 20- year board member of the Jewish Center, Mrs. Rice was given the volunteer of the week award by the Detroit Free Press and News.
