democracies. Ignatiev argued that
Israel isn't a democracy in the com-
monly held sense. "Israel does not
belong, even in theory, to its citizens,
but has been held by Israeli courts to
be the sovereign state of the Jewish
people wherever they may exist," he
said. Political parties seeking to over-
turn this definition are prohibited in
doing so by law, he said.

Moving Forward
Gale maintains that its role as pub-
lisher is not to present a particular
viewpoint on any topic, "but to provide
well-founded information that pres-
ents a broad scope of knowledge and
views on a subject."
The steps that Gale laid out "to live
up to our high standards to publish a
fair and balanced account" included
directing readers to the Web sites
of the ZOA (www.zoa.org ) and AJC
(www.ajc.org).
In its letter, Gale wrote: "We will

Birthright Cutback
New York/JTA — Birthright Israel is
cutting its budget by $35 million for
2009.
Birthright, which sends Jews
between the ages of 18 and 26 on free
10-day trips to Israel, had a budget
of $110 million in the fiscal year that
just ended, enabling the organization
to send some 42,000 people to Israel.
In the coming year, Birthright will
only be able to send 25,000 because
the program's budget is dropping
to $75 million, according to the
president and CEO of the Birthright

commission several articles on
Zionism that engage perspectives
other than those given in the current
article. Gale will work with respected
scholars to plan these additional
articles and to identify authoritative
authors. In addition, in recognition
that national movements do not
equate racism, we will commission
articles that address other forms of
nationalism in order to present this
topic in a broader context!'
The ZOA appreciated the Gale apol-
ogy "to those who, like us, are appalled
by the falsehoods in the existing chap-
ter equating Zionism with racism and
its undertones of anti-Semitic bigotry
that help to de-legitimize Israel's right
to exist."
But the ZOA told the Jewish
Telegraphic Agency that there is only
one way for Gale "to rectify the wrong,
and that is to withdraw the chapter
from the online and print editions of
the encyclopedia."
Gale also publishes an updated edi-
tion of Encyclopaedia Judaica.

Foundation, Jay Golan.
But he believes that Birthright will
most likely not be affected by the
financial troubles of its largest private
benefactor, Sheldon Adelson. He owns
the Sands casino in Las Vegas, which
is on the verge of bankruptcy accord-
ing to Bloomberg News.
Adelson gave some $60 million to
Birthright Israel in 2006 and 2007. In
2008, he pledged $30 million to the
organization to be paid out over the
next two years. The money will pay for
6,000 trips, Golan said.

Answering
Israel's Critics

The Charge
Stephen Lendman, writing on the GlobalResearch.ca Web site, charges that
Israel willfully and systematically commits premeditated extrajudicial killings
of Palestinians, deeming it acceptable to contravene the existing international
law against such actions.

The Answer
In 1993, Israel helped to create and arm the Palestinian Authority's security
forces. In light of that force's ongoing failure to fight terror, Israel acts to stop
terrorists from initiating missions to kill or maim innocent civilians.
