tal and economical factors — a park,
playground, promenade, lake, amphi-
theater and businesses.
"As the geopolitical issues change
— you look at the Negev as the
future, the possibility of development
is the Negev," Freeman said. "No mat-
ter your political agenda, either way
you look at that, as the population
grows in the center of Israel, the pos-
sibility of people to buy land, build a
condo, it is easier in the Negev."
Krosnick, who was recently in
Beersheva for planting after the
shmitah, the biblical fallow year every
seven years, says residential buildings
already are up, with apartments fac-
ing the park.
"It's starting to change what
people think psychologically about
Beersheva" he said. "The cost of the
retail space is on higher than in

Jerusalem and on par with Tel Aviv."
The lake that is going to be built
will be another drawing card. This
lake in the middle of the desert will
use reclaimed and recycled water
from Beersheva's water treatment
facility.
The Beersheva River Park project
is expected to bring 250,000 new
residents to the Negev over the next
five years, and 500,000 over the next
10 years.
In Israel, Freeman said people hear
a lot about big dreams but do not see
a lot of action, but JNF is making the
hopes a reality.
"In the south, in general, people
don't believe you can do large projects
— lots of promise and little doing.
By creating an icon, you create a local
identity," he said.

some clothes with friends or visit your local secondhand clothing store
and make your wardrobe more environmentally friendly.
• Eliminate your paper trail. Pay your bills online instead of by mail.
Use the Internet to send birthday cards or holiday greetings. You'll not
only reduce fuel consumption by the trucks and planes that transport
your mail, but you also will avoid unnecessary carbon emitting car trips
to the bank and post office.
• Shut down your computer. Three quarters of all the electricity used
at home is standby power used to keep your computer, television and
other electronics running. Shutting down your computer each night
could reduce the machine's annual carbon emissions by as much as 83
percent.
