During a press conference in Egypt last week, U.S. Secretary of State
Condoleeza Rice was asked why the Bush administration refuses to criti-
cize "Israel's continued seizures of land in the West Bank."

The Answer
Israel's use of West Bank land for Jewish settlement has been proven
legal under international law. And Israel has both religious and histori-
cal claim to areas there. Despite its rights in this regard, the Israeli gov-
ernment and people have long committed to dismantling settlements,
creating a Palestinian state, and "trading" territory so that such a state
would comprise the land area of the pre-1967 Jordanian-controlled West
Bank, all in exchange for a real peace with Israel's neighbors.
