The Charge
There are frequent claims by the
Palestinians that Israel prevents
Arab West Bank residents from
obtaining necessary health care
in Israeli facilities.

The Answer
Although Israel restricts
Palestinian entry into Israel to
prevent terrorism, Israeli author-
ities grant thousands of requests
by Palestinians for treatment at
Israeli medical facilities. And in
2006, as 81,000 such requests
were granted, Israel also con-
tinued to admit hundreds of
Palestinian health care workers
to take training courses.

towns, near the Gaza Strip or the
border with Lebanon. Some have
been hit by rockets; most have
been hit by Israel's stubbornly high
unemployment rate. None of the
schools had any previous interac-
tion with ORT.
A positive early sign was the visit
Misgav Mayor Erez Kreisler made
to World ORT headquarters in
London in July. Misgav High School
is part of the Science Journey pro-
gram, and Kreisler's visit focused
on expanding the Galilee city's con-
nections to World ORT.
"We want Misgav to be a model:
Kreisler said. "To create an island of
excellence in Misgav would influ-
ence the whole Galilee." He and ORT
officials also talked about establish-
ing in Misgav a national center for
educational excellence in science.
"We've worked hard to not over-
lap," Roffe said. "We don't want
to be in a competition with ORT
Israel. They have a good program
and good schools. We took a dif-
ferent view of how we're providing
educational services. We're not tak-
ing over the schools. We're going in
and providing ORT's expertise to
these schools:'
