The Winograd Committee released its interim report Monday in Israel, giving a copy to the prime minister and to Defense Minister Amir Peretz an hour before holding a news confer- ence. The report harshly criticized Olmert, Peretz and then-IDF Chief of Staff Lt.-Gen. Dan Halutz over their actions during the first five days of the war with Hezbollah. The committee sin- gled out Olmert for "lacking in judg- ment, responsibility and caution" in entering into the conflict, and being a passive leader who did not take charge of the 34-day war. Peretz was criticized for taking the defense portfolio despite being unequipped to do so, and not addressing his lack of knowledge after accepting the post. The committee said Halutz never took the threat from Hezbollah seriously enough to create a response plan. Speaking at the annual Rabbinical Assembly convention in Boston, the chancellor-elect of the Jewish Theological Seminary called for a wide discussion of the idea of mitzvah, a contentious subject for a movement dedicated to a careful balance of tra- dition and modernity. "I think we've largely dropped the ball when it comes to message,' said Eisen, who urged the movement to build tight communities and fill them with enriching content. The R.A. convention comes at a time of unease in the Conservative movement, whose legal authorities recently voted to permit gay and les- bian clergy in a move that some feared would cause an irrevocable split. Along with resolutions on the Iraq war and Darfur, there's an effort to have the convention discuss a resolution call- ing on all the movement's rabbinical schools to accept gay and lesbian students.
