As a sop to the opposition, the mul- lahs have stopped enforcing strict adherence to the fundamentalist dress code. But nothing has really changed. When Ahmadinejad, the former mayor of Teheran, was elected president, these observers were surprised. He was an arch funda- mentalist militant who understood that the liberal opposition had no constituency among the poor. He mobilized the poor to vote for him by offering a magic mix of social- ism, religion and nationalism. Hating the rich and Jews and promising to make Iran a nuclear power was the propaganda of victo- ry. Despite his dangerous popularity and the economic sanctions that his militancy has brought to Iran, the mullah dictators like and support him. Liberals grumble about his excesses. But they don't know how to overthrow him and are ambiva- lent about his nuclear program. The problem with war is twofold. The American people are exhaust- ed from Iraq. And any attack will destroy the liberal opposition and mobilize Iranian masses and the Muslim world to a frenzy of hatred. An alternative is to allow the economic sanctions imposed by the United Nations to take their toll. The poor, the mainstay of Ahmadinejad's support, are already angry about a worsening economy. Even North Korea capitulated under Chinese pressure. And China is Iran's best petroleum cus- tomer. Economic discontent is also emboldening the old opposition. A second alternative is to take advantage of Sunni fears. Most of the Arab and Muslim world are Sunni and are frightened by the rise of Shiite power in Iraq. The alliance between Shiite Iran, Shiite Iraq, Shiite Hezbollah and Shiite- led Syria terrifies the Saudis and Egyptians. Let the Sunni opposi- tion take center stage in countering the ambitions of the mullahs. Of course, there is a third alter- native.
