Committee (JAPAC), a local organi-
zation, independent of Federation,
that works to strengthen the
partnership between state govern-
ments and the Jewish social service
agencies in metro Detroit. JAPAC
worked with Lansing-based lobby-
ists Muchmore Harrington Smalley
& Associates to secure the funding.
Weiner said documentation also
is a key component in making the
pitch to legislators.
"We've documented what the
social service agencies have done
with something called the matrix,"
said Weiner of Franklin. "Facts and
figures for each agency show what
part of the at-risk population we
serve, how much it costs to serve
them, so there are key productivity
indicators we have on paper."
Anyone in government who looks
at the matrix understands that it
costs a fraction of what the govern-
ment could do, he said.
Although the Jewish commu-
nity received the only increase in
the multicultural line, no group
received less.
"Our vision is that, with our
political activity, the multi-cultural
line will grow, and as it grows, the
other communities will benefit
from this legislative effort:' Weiner
said. "The government wins, the
vulnerable population wins, the
Jewish community wins and the
other communities win."
Robert Aronson, Federation CEO,
said the line was one positive way
of working together with Arab
communities.
"Both the Arab Chaldean Council
and ACCESS also benefit from the
multicultural line',' Aronson said.
"It's one of a number of examples
in which the Jewish community
and the Arab community work
together on issues of social welfare.
If we didn't have the multicultural
line, it would only cost the state .
more money down the road to deal
with these social issues."
Both Weiner and Bernard corn-
mended Michigan's Jewish legis-
lators and House Speaker Craig
Deroche, R-Novi, and Rep. David
Law, R-Commerce Twp.
"I have seen firsthand the good
works the Federation does',' Law
said. "The programs they have
in place really help people. I am
pleased we were able to find the
funds in the budget to fund an
organization that helps so many
people within our community."
