Bush Extends Delay

Washington/JTA — President Bush extend-
ed for six months a stay on moving the U.S.
Embassy from Tel Aviv to Jerusalem.
Bush cited national security consider-
ations in announcing the delay on June
15. Bush, like his predecessor, President
Clinton, has routinely exercised his right to
delay the move mandated by Congress in
1995. It is believed that such a move would
infuriate Muslims were it to occur before a
final status agreement between the Israelis
and the Palestinians.
"My administration remains committed
to beginning the process of moving our
embassy to Jerusalem:" Bush said in his
announcement.

will recognize the Reform movement when
the Knesset does so.

Rabbis Install Leader

San Diego/JTA — The Reform movement's
rabbinic association installed a new leader.
Rabbi Steven Fox, a practicing attorney
and adjunct rabbi, was installed as the
group's new executive vice president at the
annual convention of the Central Conference
of American Rabbis in San Diego.
The conference officially approved the
movement's new prayer book, Mishkan
T'filah, ready for distribution Oct. 1.

Law Bans Funds To P.A.

Liberal Jews Protest Katsav

Jerusalem/JTA — A small protest was held
in Jerusalem to protest Israeli President
Moshe Katsav's refusal to address a Reform
Jewish leader as "rabbi." The protest was
held Monday outside Katsav's official resi-
dence. Because of the refusal, Rabbi Eric
Yoffie, president of the Union for Reform
Judaism, will not meet with Katsav while

lThshington/JTA — President Bush signed
an emergency supplemental funding
bill that includes language forbidding its
expenditure on the Palestinian Authority.
The $94.5 billion bill providing assis-
tance for Gulf Coast hurricane victims and
funds for the wars in Afghanistan and Iraq
passed the U.S. Senate and the U.S. House
of Representatives last week.

The bill requires the secretary of state
to certify that the Palestinian Authority
has demonstrated its commitment to the
principles of nonviolence, the recognition
of Israel, and the acceptance of previ-
ous agreements and obligations before it
receives any of the funds.

The bill was strongly supported by the
American Israel Public Affairs Committee.

Israel Expands Residency

Jerusalem/JTA — Israel expanded a law
granting residency to children of non-
Jewish foreign workers.
The Cabinet approved a proposal by
Interior Minister Ronnie Bar-On to ease
the minimum age requirement for children
whose parents work legally in Israel and
who want to become. citizens themselves.
Previously, only children who were born
in Israel or arrived before age 10 were eli-
gible, but the limit has now been raised to
age 14. Other requirements for candidates
are that they speak Hebrew and have lived
in Israel for at least six years.After com-
pleting mandatory military service, they
will become eligible for citizenship.

Israel's army is civilian-controlled
by a democratic government that
punishes lawbreakers and has
strict rules of engagement to pro-
tect civilians. On the other hand,
Palestinian terrorists deliberately
target Israeli civilians, and they
train, plan and congregate in
residential areas of Palestinian
communities, exposing civilians
to unsafe conditions.
