Washington The State Department
has appointed the first-ever official
detailed to work solely on issues of
global anti-Semitism. Gregg Rickman,
a former official of the Republican
Jewish Coalition and a longtime
Capitol Hill staffer, was appointed
to fill the job created by a 2004 bill
on monitoring and combating anti-
Semitism. Most recently, Rickman has
served on the House International
Relations Committee staff.
But it was as a senior aide to for-
mer New York Sen. Alfonse D'Amato
on the Senate Banking Committee
that Rickman came to the attention
of Jewish groups. Rickman, several
Jewish leaders said this week, played
a major behind-the-scenes role in
that committee's landmark work on
Holocaust restitution.
"President Bush has said that
defending freedom also means dis-
rupting the evil of anti-Semitism:' said
Secretary of State Condoleezza Rice.
"Today ethnic and religious differenc-
es are still viewed by some as a license
to kill. And we are reminded of the sad
history of humankind when prejudice
and hatred turn violent against those
who are simply different!'
The Global Anti-Semitism Review
Act of 2004 was signed by President
Bush over the State Department's
objections; the diplomats said that a
separate office would duplicate work
already being done by other State
Department divisions.
"I am honored to be assuming this
position in the month that President
Bush has declared for the first time to
be Jewish American Heritage month:'
Rickman said. "It must be clear to all
that there is no place in the world for
this most ancient form of prejudice
and bigotry. I want you to know that
I will do all that I can to make it clear
that in order for freedom and democ-
racy to prevail, anti-Semitism in all its
forms must be prevented!'

Israel decided to
free some withheld Palestinian taxes
in a humanitarian gesture.
Prime Minister Ehud Olmert's
Cabinet. approved on Sunday the
release of $11 million in tax and
customs levies that Israel collects on
behalf of the Palestinian Authority
but has frozen since llamas won elec-
tions in January. Israel is to use the
money to buy medicines and hospital
gear which it will then pass to the
Palestinian Authority.
The gesture might have helped
Olmert's image ahead of his summit
in Washington with President Bush,
but it drew little gratitude from the
Palestinians. They called for Israel to
release all $220 million withheld.

Israel Releases Funds

New York (JTA) — A Canadian news-
paper withdrew a report that Iran had
decided to make its Jews wear a yellow
strip of material on their clothing. The
National Post report last Friday raised
a storm of protests in the West.
But the newspaper backtracked
after it emerged that while the Iranian
Parliament had recently passed
legislation setting a dress code for
Muslims, there was no specific law
singling out Jews.

Schools Get Low Grade

JerusalemlITA Israel's education
minister said the country's school are
among the worst in the Western world.
Yuli Tamir made the assessment
on Mohday, citing overcrowded class-
rooms and the low prestige and pay
of teachers. According to Tamir, the
national educational system needs an
immediate budget boost of more than
$100 million if schools are to open on
schedule next year. Last week, Tamir
canceled the layoff of 600 teachers,
calling for funds to cover their sala-
ries.

Hamas Terrorist Caught

Israeli security forc-
es captured a llamas fugitive accused
of masterminding several major sui-
cide bombings.
Special forces took Ibrahim Hamed
into custody in Ramallah on Tuesday
morning, ending an eight-year man-
hunt. Hamed, 41, is believed to have
planned Hamas suicide bombings and
other terrorist attacks that killed more
than 100 Israelis. Though long consid-
ered Israel's No. 1 fugitive in the West
Bank, he had managed to avoid arrest
by restricting his contacts within
Hamas to a few trusted deputies.

County Buys Israel Bonds

Cleveland/JTA An Ohio county pur-
chased $5 million in Israel Bonds.
Jim Rokakis, the treasurer of
Cuyahoga County, which includes
Cleveland, said the purchase made
sound financial sense.
The purchase diversifies the coun-
ty's investment portfolio and provides
"an excellent rate of return:' he said.
Three other Ohio counties have pur-
chased Israel Bonds.
