President Bush called Monday's
suicide bombing "a despicable act
of terrorism, for which no excuse or
justification is possible He said the
burden for preventing terrorist acts
rests with the Palestinian Authority,
and noted that Hamas leaders
defended the attack.
The British foreign secretary, Jack
Straw, called the attack "senseless
and totally unjustified:' remarks
that were echoed by French and
German leaders. United Nations
Secretary-General Kofi Annan said
the Palestinian government must
"take a clear public stand against
such unjustifiable acts of terror-
ism:'
Last weekend, the Arab League
urged Hamas to accept a plan for
Israeli-Palestinian coexistence.
Palestinian Authority Foreign
Minister Mahmoud Zahar, a senior
llamas official, met over the week-
end in Cairo with Arab League
Secretary-General Amr Moussa.
Moussa pressed Zahar to accept a
2002 Arab League plan in which
Israel would withdraw from the
West Bank, Gaza Strip and Golan
Heights in exchange for recognition
by its neighbors. At the time, Israel
rejected the proposal.
Zahar, whose faction seeks the
Jewish state's destruction, seemed
skeptical about the proposal. "The

Dead Identified
Tel Aviv/JTA —The nine people
killed in Monday's suicide bombing
in Tel Aviv were Philip Balhasan, 45,
of Ashdod; Ariel Darhi, 31, of Bat
Yam; Victor Erez, 60, of Givatayim;
Benjamin Haputa, 47, of Lod; David
Shaulov, 29, of Holon; Lily Yunes,
42, of Oranit; Marcelle Cohen, 75,
from France; and Rosalia Basalia,
48, and Pirosca Boda 50, of
Romania.

Bombings Foiled
Jerusalem/JTA — Israel has foiled
scores of Palestinian suicide bomb-
ings this year, the head of the Shin
Bet security service said.
Briefing the Cabinet on Tuesday,
Yuval Diskin said 88 attempted sui-
cide bombings had been prevented
since the beginning of the year, a
dozen of them within an hour or
two of the planned attack.
