he time has
come.
After all
the talk, all the
negotiating and all
the tsores, the disen-
gagement has
begun.
The Israeli gov-
ernment, under the
HARRY
leadership of Prime
KIRSBAUM
Minister Ariel
Columnist
Sharon, has made
the first step towards
what they believe will be a peaceful
settlement in the Middle East.
To some Israelis, the plan gives up
land, rewards terrorists and gets noth-
ing back in return.
To some Palestinians, the plan
doesn't really rid the Gaza Strip of
Jews, it merely allows the Jews to
close off a border and surround a
slum filled with Palestinian refugees
to keep them from a chance at a
productive life.
The answer is somewhere in the
middle, and it's not simple.
Israel would not make a move like
this unless it had a real plan for what
to do if things blow up in their
faces, something we should have
thought of when we went into Iraq.
"We had to take the initiative,"
said Prime Minister Ariel Sharon
during a conference in Cesaria in
June. "Withdrawing from Gaza will
have a positive and decisive influ-
ence on every facet of life in Israel:
security, the economy and the quali-
ty of life in the country."
And he said the Palestinians have
an opportunity to build something
instead of destroying something.
"It would be regrettable if they
miss it," he said. Then he called on
the moderates. .
"There exist in Palestinian society
and its leadership moderate forces
who want to make the right choice.
Disengagement can help them, and
constitutes a test of whether or not
they can lead, whether we have or
do not have a partner," he said.
The Palestinian Authority has
been accused of being corrupt, but
Yasser Arafat — the most corrupt of
them all — is no longer in the pic-
ture, so things should be getting bet-

ter.
Some Palestinians are looking to
Hamas, a terrorist organization bent
on the destruction of Israel, as a
viable alternative.
While the P.A. offered a media
center to answer press queries about
the withdrawal, Hamas offered a
news conference of its own.
According to a CNN.com story on
Aug. 13, "Hamas founders and top
political leaders gathered on the
same stage for the first time in a
decade, vowing to go on fighting
Israel and claiming victory for the
impending withdrawal."
Hamas spokespersons were hired
to talk to the press.
"The media presence is in high
demand, especially since the enemy
has been defeated, and there is no
longer a security concern preventing
(Hamas) from appearing in public,"
said one of the spokespersons.
Hamas leaders say that the disen-
gagement is really an Israeli defeat,
much like the Hezbollah leaders
considered the retreat of Israelis
from southern Lebanon a few years
ago.
To Hamas, this is the beginning of
the end of Israel.
To the ordinary Palestinian citizen,
I would hope that they would prefer
a job, running water and some food
over rhetoric. At some point, you
have to look at what you can do for
yourself rather than blaming some-
one who's now out of the picture.
Israel is'showing the world that it
can make the first, painful move. If
violence against Israel continues to
emanate from a Gaza Strip free of
Jews, then who in the world could
argue that Israel is not under direct
attack from a neighbor?
"If the Palestinians fail, and again
choose the path of war and terror,
the disengagement' will significantly
improve our ability to deal efficient-
ly with the terror," said Sharon.
Sharon is an old warhorse who
fought in the War of Independence.
He's willing to make the first move
for peace, but he knows personally
what's at stake, and he has the back-
bone to take it all back if pushed.
And no one should hope it comes
to that. El]
