cost of the transition of Bush's plan
and profits that pension fund man-
agers would receive.
• Domestic Discretionary
Spending: Bush called for domestic
discretionary spending to stay at or
below the level of inflation in order
to counteract the growing budget
deficit. This could affect some
Jewish Communal programs such as
Supportive Communities, mental
health services, and others.
• Immigration: President Bush
called for several immigration
reforms including expanded border
security, a temporary guest worker
program and a rejection of amnesty.
• Public Education: Bush called
for continued and increased student
testing as part of the No Child Left
Behind program.
• Nonprofit oversight: While not
included in the State of the Union,
Congress will be working on several
steps to reform oversight of nonprof-
it organizations. Many provisions are
troublesome and could negatively
affect Jewish nonprofit agencies.
The Jewish Community Council
of Metropolitan Detroit will contin-
ue to monitor developments in fed-
eral legislation and will inform the
community when advocacy is needed
on issues of concern to our commu-
nity and communal institutions. 0
