American touch in the latest
round of Middle East peacemaking, but
her visit already has set change in
motion.
After her meeting Monday, Feb. 6,
with Palestinian Authority President
Mahmoud Abbas in Ratnallah, Rice
announced that the Bush administration
would appoint Gen. William Ward, who
headed the NATO-led peacekeeping
force in Bosnia, as the U.S. regional
security coordinator.
In a bid to help ease Palestinians' con-
ditions, the U.S. government will send
the Palestinian Authority $40 million in
the next 90 days, Rice said. It will be the
first installment of the $350 million the
United States plans to send the
Palestinians this year.
Earlier, Rice met with high-level Israeli
officials. She had met with Prime
Minister Ariel Sharon, President Moshe
Katsav and Foreign Minister Silvan
Shalom on Sunday.
In response to the meetings, and the
feelings of hope coming from both
camps, Sharon and Abbas declared a for-
mal end to the intifada when they met
in Egypt on Tuesday.
Though she wasn't present, Rice
seemed to set the tone for Sharm el-
Sheikh talks. "This is a hopeful time,
but this also is a time of great responsi-
bility for all of us to make certain that
we act on the words that we speak," she
said after meeting Sharon, referring to
obligations Israel and the Palestinian
Authority undertook as part of the U.S.-
led, road-map peace plan.
"I hope we would all get into a mind-
set that says if the parties are able to con-
tinue to move on their own, that's the
very best outcome," Rice told reporters
in Turkey on Sunday before setting off
for Tel Aviv.
In a BBC interview, Rice voiced reser-
vations about Israel's West Bank security
barrier, saying it "prejudges the final-sta-
tus borderlines" on land Palestinians
want for a future state.
But she was firmer still in pushing
Bush's call for an end to terrorism and
incitement against Israel — not just by
the Palestinians, but also by their cham-
