The Detroit Riverfront
Conservancy, an autonomous group
that brings philanthropic and gov-
ernment organizations together, is
responsible for $110 million of the
$250 million price tag for the first
phase. They have raised $80 million
so far.
Cullen showed graphics of restau-
rants, clubs, plazas, a new state
park, a boardwalk over the water, a
pedestrian path along the water's
edge and a separate path for cyclists
and in-line skaters from Cobo Hall
to beyond Belle Isle's McArthur
Bridge.
Ultimately, the group hopes the
riverfront will be bridge to bridge
— from the McArthur Bridge on
the east to beyond the Ambassador
Bridge, west of Downtown.
But this can't just be about public
access to the waterfront, he said.
"We need to allow this to be a
transformational project. Using this
investment in public infrastructure
to drive private economic
development," he said. "We're
quite confident that over the next
several years, we're going to have
thousands of new residential units
in this district.
"It's really important that as we
create the riverfront, we create link-
ages into the broader community,"
he continued.
"Detroit, historically, from an
investment standpoint, has been
described as a series of dots. You
have dots in the riverfront, but you
couldn't get from one to the other.
You had dots along Woodward, but
there's nothing to connect it, and
you were a little bit ill at ease even
walking along between them. What
is exciting now is the effort in con-
necting the dots, and, over time, it
will be a very positive thing."
Some effort also is being made to
attract regular businesses, not just
stadiums, he said.
"If you're walking along the hard
wall of a parking deck, you don't
feel as comfortable as if you're walk-
ing among diners and other activi-
ties. It's a key part of the urban
experience," he said. "Clearly, with-
in the master planning, we're doing
it all along Atwater and the water-
front. We're talking an urban vil-
lage."
