development corporation that would
approve loans and grants to "docu-
mented residents of Detroit who are
members of the city's majority,
under-served population" — in
other words, to black entrepreneurs
only.
When asked if funds for African
Town businesses would be awarded
on the basis of race, Watson said,
"That would be unconstitutional.
"Any person who lives in Detroit,
or who has a business in Detroit,
who hires Detroiters would qualify,"
she said.
On Oct. 18, City Council passed a
modified version of the controversial
African Town plan. Watson voted
against the new resolution, which
was approved with a 5-4 vote.
In its new form, the African Town
proposal does not specifically restrict
loan and grant opportunities to
black residents only. Instead, it

instructs the Detroit Economic
Growth Corporation and City
Planning Commission to "work with
Detroit black business owners, entre-
preneurs and trade associations to
undertake the required steps to
develop this business district so that
it can be enjoyed by all ethnic
groups just like Greektown and
Mexicantown."
African Town would be funded
primarily by more than $30 million
paid to the city by Detroit's casinos,
along with "future gambling rev-
enue."
"It's only one little enclave,"
Watson said.
Watson reminded the audience
that the African-American Festival
held last summer at Detroit's Hart
Plaza drew "two and a half million
people every day for three days."
"Detroit should be seen as a
magnet, not as a pathology," she
said.
