Association. Hammond's civic and
charity activities have included PTAs
and Boy Scouts, the United Way
Walk and the West Bloomfield Relay
for Life, assisting the township team
in raising about $25,000 for the
American Cancer Society. She
belongs to Prince of Peace Catholic
Church.

Shipper charges that
Hammond treats her
position "cavalierly;
makes errors in judg-
ment; bounced $4 mil--
lion in township checks
due to sloppy bookkeeping; failed to
pay IRS withholding taxes on time,"
and "mishandled investments."
If elected, Shipper pledges to give
the job "full-time attention, be cour-
teous to the public and treat fellow
officials with respect and without
partisan bickering." She says she has
a strong financial background and
analytical ability, and would strive to
maximize investment returns and
balance the budget.
Hammond refjects all of Shipper's
charges on the alleged bounced
checks and IRS payments and says
she adheres to the letter of the law
on how to invest the township's
funds, saving the township enormous
amounts of money. She feels she has
a good rapport with her 10 employ-
ees. Shipper counters that "new faces
definitely are needed" on the town-
ship board.

which represents insurance policy
holders.
Her husband, Stewart, is an
adjuster appraiser and a member of
the West Bloomfield Board of
Review. They have been married for
21 years, have three children and
have lived in West Bloomfield 18
years. Shipper graduated from Oak
Park High School and has a bachelor
of arts degree in economics and a
law degree from the University of
Michigan. The family belongs to
Congregation Shaarey Zedek, and
she is a PTO treasurer in the reli-
