adds layers of complexity to the philan-
thropy process," she said.
But most Jewish foundations funded
by federations are about charity, not
about change. One way to improve that
situation, she said, is by enabling more
capable women to get top leadership
positions now dominated by men.
It also was important to support the
role of Jewish women in Israel. One
JWF grant will fund the Upper Galilee
Rape Crisis Center's Project Education,
which will educate young people about
positive inter-gender behavior. Dobkin
said these changes will benefit women,
girls and families and will help Israel
compete in the world.
"Women control more than 50 per-
cent of the money in this country, said
Margot Halperin of West Bloomfield, a
JFW trustee. "Because of the movement
of women philanthropy, the Jewish
community, as a whole, is recognizing
the importance of women in the deci-
sion-making process." ❑
