New construction of dwellings in Israel fell an
annualized and seasonably adjusted 12 percent
in the first half of 2004, compared to the same

period last year, reaching 13,030 starts.
Accoding to the Central Bureau of Statistics,
there were 6,170 housing starts between April
and June of this year, 11.5 percent fewer than in
the same period in 2003, following a 12.7 per-
cent fall in the first quarter.
Economists noted that the second quarter
marked the eighth consecutive quarter of
decline in housing starts, despite limited peaks
in certain areas of the country.
The drop was reported in all districts, except
for Tel Aviv, which saw a 54 percent surge in
housing starts in the first half of the year, and
settlements in Judea, Samaria and the Gaza
Strip.
Some 1,900 housing starts were reported in
Tel Aviv, about 670 more than in the first six
months of last year.
Tel Aviv witnessed a substantial growth in
new home construction in the first quarter,
