West Bank Ambush

Jerusalem/JTA — Terrorists fired on
an Israeli bus in the West Bank,
wounding two people.
The Al Aksa Martyrs Brigades
claimed responsibility for the early
morning ambush on the Trans-
Samaria Highway near the Barkan
settlement-, which targeted an
armored bus carrying workers.
Several other drivers were shot at,
but none of them was injured.
Security forces found bomb compo-
nents at the scene, suggesting that a
much larger attack had been
planned.

Synagogue A Target?

New York/JTA — A New York City
synagogue was found on a CD - list
of Al Qaida targets.
New York's Eldridge Street
Synagogue was put on a list of pos-
sible terrorist targets based on infor-
mation found on computer discs
seized at the home of an Al Qaida
leader in Pakistan last month, Time
magazine reported.
Synagogue officials, who were not
aware that the building had been
added to the watch list, said that if
there were a real threat they would
have been contacted by officials.

Syria 'Not Performing'

Washington/JTA — Syria has not
improved its record since U.S. sanc-
tions were introduced in May, a top
State Department official said.
"I think they've not made any fun-
damental decisions to be a much more
positive player in the region," Richard
Armitage, the U.S. deputy secretary of
state, told the London-based, Arabic-
language newspaper Al Hayat last
week.
Syria is not doing enough to stop
militants from crossing the border to
aid anti-American insurgents in Iraq,
Armitage said.
Existing sanctions include a ban on
exports to Syria, not including food
and medicine; and on Syrian exports
to the United States.
President Bush may still impose
sanctions on the status of diplomatic
relations and on U.S. businesses that
deal with Syria.

Armed Plan Halted

Jerusalem/JTA — Israel backed away
from its plan to allow armed
Palestinian Authority police.
Prime Minister Ariel Sharon had
planned to allow P.A. police to carry
arms in hopes that they would rein in
chaos in Palestinian areas, but it is

unlikely to be carried out because of
right-wing Israeli outcry at the idea of
arming potential terrorists, Ha'aretz
reported. Israeli officials confirmed
the report.

Funds Aid Advocacy

New York/JTA — The North
American Jewish federation system has
received $1.7 million for Israel advo-
cacy efforts.
The United Jewish Communities
and the Jewish Council for Public
Affairs received a grant from UJC's
Israel Emergency Campaign to con-
tinue their joint Israel Advocacy
Initiative, launched last year. The pro-
gram gives Jewish federations and
community relations councils tools for
community campaigns for govern-
ment and public support for Israel.
The two-year grant follows a $1
million grant for the program last year
that helped train more than 1,000
American activists, brought expert
advocates to communities and sup-
ported a, program that brings North
American radio talk show hosts to
Israel for a week of broadcasts.

THE ISSUE

As peace efforts with the Palestinians
seem remote, Syrian leader Ba.shir
Assad's recent declaration that he is
ready to restart negotiations with
Israel should stimulate diplomatic
activity. But there is a good reason it
isn't.

ISSUE

Just as Israel dismisses Palestinian
overtures because they take no action
against terror, Israeli leadership will
wait until Syria curtails its support for
the terrorist Hezbollah, Hamas and
Islamic Jihad before resuming negoti-
ations with that nation.
