Israel's plans for some degree of set-

tlement removal and force disengage-
ment from parts of the Gaza Strip
and the West Bank has been criticized
by Palestinians, some leaders in the
Israeli-Arab community and Israel's
Arab neighbors. These critiques
ignore the current situation.

BEHIND THE ISSUE

The government's plans are an initia-
tive to reduce violence at a time when
other initiatives have failed or are
stalled. Israel will coordinate its
actions with the United States and
possibly with Egypt, while the
Palestinian Authority, whose future is
in doubt, remains "on the sidelines."
