Invoking a waiver that cites national security reasons, Bush again resisted complying with the Jerusalem Embassy Act of 1995, which mandated that the U.S. Embassy be moved from Tel Aviv to Jerusalem, Israel's capital city. Presidents have vinvoked waivers every six months since the law was passed. In a memorandum Tuesday to U.S. Secretary of State Colin Powell, Bush said his administration "remains com- mitted to beginning the process of mov- ing our embassy to Jerusalem," some- thing he pledged to Jews during his pres- idential campaign in 2000. "Such a redeployment would be painful, but Sharon thinks it would cre- ate a much better situation for Israel," Yuval Steinitz, head of the Knesset's Foreign Affairs and Defense Committee, told Israel Radio. This week, the Israeli prime minister hinted he could order the removal of some Jewish settlements in the West Bank as part of a unilateral Israeli with- drawal in the absence of progress in negotiations with the Palestinians. A memorandum by former Israeli intelligence officials was leaked on the Web site of Israel's daily Ma'ariv criticiz- ing the Israeli government for delaying negotiations with the Palestinians until Arafat dies or is deposed. "Hamas enjoys admiration as being efficient, disciplined and relatively 'clean of corruption, and even serves as a sub- stitute regime in areas where the Palestinian Authority has deteriorated," said the memorandum, which was com- posed by former analysts from Israel Defense Forces intelligence, Shin Bet and Mossad. The memo is to be pre- sented formally at a security conference in Herzliya next week. French Students Study Holocaust Paris/JTA — French schools will be pro- vided with pamphlets on the Holocaust, Prime Minister Jean-Pierre Raffarin said. The pamphlets are part of a series of measures announced Tuesday after the first meeting of a special Cabinet corn- mittee on racism and anti-Semitism that was set up in the wake of an arson attack last month on a Jewish school. The pamphlets are to be distributed at the beginning of 2004, government spokesman Jean-Francois Cope said, adding that they would be used together with such measures as school trips to Holocaust memorial sites. Tibetans Visit Israel To Learn Agriculture Jerusalem/JTA — Tibetans are going to Israel to learn about agriculture. Some 37 Tibetans recently completed a train- ing program in Israel's southern desert, and 50 more will arrive in January. The Israeli Friends of Tibetan People is sponsoring the program. Bomb Site Workers Reach Agreement Jerusalem/JTA — A controversy was resolved over jurisdiction at terrorist- attack sites in Israel. Zaka, the fervently Orthodox rescue organization that collects victims' body parts after terrorist attacks, and Israel's Magen David Adorn ambulance service have settled the dispute. Zaka, whose volunteers double as medics and have sometimes been accused of meddling with Magen David Adorn personnel's work in the field, said Tuesday it agreed to limit itself to identi- fying fatalities of suicide bombings and gun attacks. Magen David Adom will be responsible for treating the wounded and evacuating all casualties.
