to sign the "Geneva Accord" this
week, publicizing what they per-
ceive as a real opportunity to move
toward a Palestinian/Isra.eli peace
deal. Events on the ground in the
Palestinian Authority make their
optimism seem premature.

While Geneva negotiators were
shaking hands, a Muslim clergy
body in the Palestinian Authority
issued a_ religious decree forbidding
the abandonment of the
"Palestinian right of return," and
Hamas, Islamic Jihad and elements
of Yasser Arafat's Fatah publicly
declared they would continue the
"armed struggle" against Israel.
