loan guarantees the costs of portions

quietly about a formula that would
deduct a modest amount from the
next installment of the loan guaran-
tees, for settlement activity, but avoid
any mention of the fence.
"Nobody wants a fight over this,

Israel activist, alluding to the admin-
istration's preoccupation with the war
in Iraq and concerns about the
upcoming presidential election.
The language in the enabling legis-
lation is broad, allowing the State
Department to deduct for activities
"which the president determines are
inconsistent with the objectives and
understandings reached between the
United States and the government of
Israel."

several activists

strained relations between Jonathan
and Esther Pollard and the Sharon
government, which the pair have
accused of neglecting their appeals.
Its unfortunate that the judge has
thrown away the key for Jonathan
Pollard," said Rabbi Pesach Lerner,

National Council of Young Israel and
a leading Pollard supporter. "And as
far as I've seen or read, it was entirely
on procedural grounds."
