After those meetings, National
Security Adviser Condoleezza Rice
said the separation fence remains a
problem" for the administration, but
said that no decision had been made
about whether to deduct from the
loan guarantees the costs of portions
of the fence intruding into the West
Bank.
There were reports this week that
U.S. and Israeli officials are talking
quietly about a formula that would
deduct a modest amount from the
next installment of the loan guaran-
tees, for settlement activity, but avoid
any mention of the fence.
"Nobody wants a fight over this,
especially not now," said a top pro-
Israel activist, alluding to the admin-
istration's preoccupation with the war
in Iraq and concerns about the
upcoming presidential election.
The language in the enabling legis-
lation is broad, allowing the State
Department to deduct for activities
"which the president determines are
inconsistent with the objectives and
understandings reached between the
United States and the government of
Israel."

the Israeli gov-

make Pollard's
release a priori-
ty, according to
several activists
close to the
case.
But that could be hard, given
strained relations between Jonathan
and Esther Pollard and the Sharon
government, which the pair have
accused of neglecting their appeals.
Its unfortunate that the judge has
thrown away the key for Jonathan
Pollard," said Rabbi Pesach Lerner,
executive vice-president of the
National Council of Young Israel and
a leading Pollard supporter. "And as
far as I've seen or read, it was entirely
on procedural grounds."
