Bush repeatedly invoked. Now a top Republican lawmaker is reviving the issue in the waning days of the congres- sional session. But don't look for the State Department to call in the mov- ing trucks any- time soon. And if it pass- es, which Jewish activists say is Brownback unlikely, it could effectively prohibit U.S. recognition of a Palestinian state. Late last week, Sen. Sam Brownback (R-Kan.), a member of the Senate Foreign Relations Committee, introduced a measure calling for official recognition of Jerusalem, as the "undivided capital of Israel" and reaffirming demands for the embassy move. "The Middle East peace process is in need of a major paradigm shift," Brownback said in a statement. "We can't continue to bog ourselves down in the mechanics of the process. The resolution I am introducing has the potential to catapult the Middle East peace process forward. But the actual language of the resolution links the move to significant movement on the stalled Mideast road map." This resolution states that before the United States recognizes a Palestinian State, the U.S. Embassy must be moved to Jerusalem, and Jerusalem must be declared the undi- vided capital of Israel, Brownback said. The legislation requires the embassy move to take place "not later than 180 days before recognizing a Palestinian state." The measure also mandates that "the United States shall not recognize a Palestinian state until the interna- tional community resolves the status of Jerusalem by recognizing the city as the undivided capital of Israel." That, a longtime pro-Israel lobbyist said, "means the U.S. can never rec- ognize a Palestinian state until every other country — Saudi Arabia, Iran, and so on — recognizes the status of Jerusalem as Israel's capital. It's a de facto way of saying 'no Palestinian state.'" Brownback refrained from criticiz- ing his fellow Republican, President George W. Bush, who promised to start moving the embassy as soon as I take office" in 2001, but who has yet to take the first step. Pro-Israel lobby groups were taken by surprise by the resolution. We support it," said one official, "but it didn't come from us; this was Brownback himself." Administration officials had no comment, but they are almost certain to oppose the measure on the grounds that it will tie their hands in dealing with the volatile Israeli- Palestinian conflict and force them to violate their promise to recognize a Palestinian state created through negotiations between Israel and the Palestinians. Settlement Penalty Also on the watch list for pro-Israel activists: the still-pending decision by the Bush administration on how much Israel will be penalized for set- tlements construction, and whether it will also take an economic hit for its controversial new security fence. Authority to make such deductions were included in legislation earlier this year authorizing $9 billion in loan guarantees for Israel. But so far, the White House has avoided making a decision about exactly how much to deduct. The deductions were a topic in Rice meetings between
