This timeless and accessible

story, coupled with the
familiarity of Puc.cini's

principles, not a full-fledged peace
text and, more importantly, it would
allow refugees to return only to a
future Palestinian state, not to Israel.
Nusseibeh and Ayalon made several
presentations late last week in
Washington to top State Department
officials and senior members of the
U.S. Senate's Foreign Relations
Committee. "Our hope is to take this
single page and put it inside the road
map," Nusseibeh said.
Another three Palestinians, all sen-
ior members of Arafat's Fatah party,
were due to meet with administration
officials and congressmen this week.

The Geneva initiative
would provides a
Palestinian pledge
that an accord based
on these principles
would be the "end of
the conflict."

THE ISSUE

One hour prior to the performance

Pro-Palestinian activists are waging a
new public relations campaign, call-
ing Israel's security barrier between
the West Bank and Israeli cities an
"apartheid wall." While barriers
everywhere can create a perception
of siege and disadvantage, Israel's
fence is solely for security.

=MD THE ISSUE

Israel's security barrier is a "strategy
of last resort" against terror. It is
simply a nonviolent way to prevent
terrorist infiltration into Israel.
And, if the terror stops, the fence
will eventually come down when
good-faith negotiations are fruitful.

Beilin, too, says he intends to seek
international support for the Geneva
accord — and, simultaneously, launch
a campaign to build support among
the Israeli public. But he will have his
work cut out for him.
An Oct. 15 poll in the Israeli daily
Yediot Achronot showed 39 percent
supporting the accord and 59 percent
opposed. Two days later, the Mdariv
newspaper recorded 23 percent sup-
port, 57 percent opposition and 20
percent undecided.
Ultimately, its backers argue, the
Geneva initiative provides something
invaluable: a Palestinian pledge that
an accord based on these principles
would be the "end of the conflict." In
other words, once the terms of the
deal are implemented, the
Palestinians will have no further ter-
ritorial, refugee or other claims of
Israel.
What Israelis will be asking them-
selves over the "next few months is
whether, assuming there is a real
partner on the Palestinian side, that's
a price worth paying. ❑
