would say, 'But our budget isn't bal-
anced.' And she'd say, 'Norman, can
we do this?' And I'd say, 'That's our
mission; I'll go get the money.' Then
she'd turn to the board and say, `OK,
Norman says we're getting the money,
so let's open another two homes.'
"That's how we got 20 homes," he
says with pride.
JARC's funding source is 75 per-
cent from public funds, including
mental health dollars from Medicaid
and state and federal entitlements like
food stamps and Social Security
Insurance; the other 25 percent comes
from 2rivate donors.
James Haveman, former Michigan
mental health director (1991-2002), was
recently sent by the Bush administration
to help repair the health care system in
Iraq. He was quick to praise Keller, say-
ing that she has many gifts and a wise
political mind.
"I have pointed to JARC and some
other programs in the west side of the
state as model programs for others to
follow," he says. "Eastern Michigan is
blessed to have JARC, its board, its staff
and families — and Joyce Keller." f-1

anniversary celebration at 6:30. p.m.
Tuesday, Sept. 23, at the Jewish
Community Center in West
Bloomfield. Entertainment and .a
