The news of the state allocation
resonated with community leaders,
especially after Federation announced
cuts this summer to its agencies gen-
erally ranging from 4 to 11 percent.
The cuts were the result of a flat
2003 Federation Annual Campaign
— it raised $34.5 million in pledges
— and dwindling unrestricted
reserves in Federation's general fund.
"Knowing that you have a stable
source of funding for pressing com-
munity needs on an ongoing basis is
extremely helpful," said Barbara
Nurenberg, president and CEO of
JVS, which received a $75,000 cut
from its Federation allocation this
year. The JVS budget last year was
$21 million.
"It helps for planning and helps for
budgeting," Nurenberg said. "In our
case, both the Jewish Federation and
the Jewish Fund have been very help-
ful, but these have all been tempo-
rary sources of funding. These [state]
dollars, in essence, will be replacing
dollars that had been lost and had
been coming directly to JVS through
the mental health services." •
Lawrence Jackier, Federation presi-
dent, said, "We can be proud and
extremely grateful to our community
and political leadership that have
made this initiative possible.

Together, we have demonstrated how
our social service agencies and gov-
ernment can unite in a concerted
effort to secure funding for health
care and other vital services."
"This was a win-win for everybody,"
said Bernard. "But it should have been
done 10 years ago."
