Pipes Named

As predicted, President Bush last week
used a backdoor procedure to appoint a
controversial Middle East scholar to the
board of the U.S. Institute of Peace.
The "recess appointment" of Daniel
Pipes, president of the Philadelphia-
based Middle East Forum, came
despite an all-out campaign against the
nomination by Arab-American and
Islamic groups. In fact, it was that
opposition that led some Jewish organi-
zations to weigh in on behalf of Pipes.
"Dan Pipes is a flash point, and there
are some in our community who are
not entirely comfortable with his
views," said an official with a major
Jewish group that endorsed the nomi-
nation. "But when you look at the
forces lined up to oppose the nomina-
tion, including groups that have been
very unwilling to join the fight against
terrorism, it became much more diffi-
cult to sit on the sidelines."
Those groups included the Council
on American Islamic
Relations, which Pipes
once termed "Osama
bin Laden's representa-
tives in Washington."

hensive military victory over the
Palestinians" are tough, but most reject-
ed the charge of anti-Islam bias.
The decision to bypass congressional
opposition by using the recess appoint-
ment was meant to send a message to
the world acknowledging "a scholar
who, before 9-11, was able to see much
of what was happening in the Islamic
world, who at the same time could
make a distinction between radical and
moderate Islam," said David Harris,
executive director of the American
Jewish Committee. -
The nomination generated strong
opposition from some key Democrats
on the Senate Health, Education,
Labor and Pensions Committee,
including Sen. Edward Kennedy, D-
-Mass., and Sen. Tom Harkin, D-Iowa,
and action on the nomination was put
off earlier this summer.
When the extent of Democratic
opposition became clear, "we went to
senior White House and Senate staffers
and suggested the recess appointment,"
said Nathan Diament, Washington
director for the Orthodox Union.
"Daniel Pipes is someone we've relied
on for insight and analysis on interna-
tional issues." ❑
