Palestinians unless we're there.
I'd visit myself. I'd talk to leaders
myself. I'd leave a high-level emissary.
"What [Israeli Prime Minister] Ariel
Sharon has asked for as the first step is
exactly right — a 100-percent effort
by the Palestinian leadership to stop
the terrorism. Once that happens, the
Israelis will and must reciprocate. That
should be the point of pressure. The
pressure shouldn't be placed on Israel
to do things to compromise its securi-
ty for diplomatic or political reasons.
The pressure point for Israel should be
in reaction to Palestinian leadership
against terrorism.

was prepared to negotiate an agree-
ment that was reasonable and give
Israel security, I would say that he
would have to be involved. But history
tells us otherwise.
That confronts us and Abbas with a
real challenge -- does Abbas have the
strength to separate himself totally from
Arafat, to take on Hamas and Islamic
Jihad and to make an agreement?
I've known Abbas for a number of
years and I visited with him in
December. There are things in his
background that would make us all
distrustful and angry. But, for the last
year, he really has been saying, not just
to Americans like me in English, but
to the Palestinians in Arabic, "The
intifada [uprising] is killing — literally
— Palestinian aspirations for state-
hood and a better life."
I think there's a chance here, but I
just don't think that Arafat brings it to
any good. The optimistic hope is that
Abbas moves to an agreement and
Arafat feels like he's been left out, and
he jumps on, but I don't have any
optimism that that would happen.
