He saw active duty in the U.S. Army and held bachelor of arts and mas- ter of education degrees from Wayne State University. He was a Michigan Democratic Party activist, community organizer and health care reformer. In Detroit in the 1950s and 1960s, Mr. Meltzer was engaged in civil rights activities, working for the integration of public accommo- dations, particu- larly housing. He was executive director of the coordinating Meltzer council for the coalition group, which successfully fought for the Michigan Fair Employment Practices Act. In the Democratic Party, Mr. Meltzer worked on many local cam- paigns in the 1960s and 1970s and became the chair of the Oakland County Democratic Party. Mr. Meltzr was a guiding force in the creation of the Community Health Association, one of the first HMOs in the Detroit area, and served as its director of community affairs. CHA, sponsored by the United Auto Workers, was the pre- cursor to the Health Alliance Plan, on whose board Mr. Meltzer served. He also had been an adjunct fac- ulty member at the Wayne State School of Social Work and was a founding chair of the Medical Care Division of the Michigan Public Health Association. In the 1980s, Mr. Meltzer found- ed Marvin Meltzer Associates, an executive recruiting firm dealing principally with health maintenance organizations. He was also a mem- ber of the U.S. Small Business Administration National Advisory Council and a fellow of the American Public Health Association. Mr. Meltzer is survived by his wife of 51 years, Elizabeth; daugh- ters, Lynn (Marc Manson) of Oakland, Calif., Carol (Darrell Fenell) of Larchmont, N.Y.; brother Jack of Chevy Chase, Md.; grand- children, Michael, Julia and Kathrine; sisters-in-law, Rae, Margaret, Joan.
