Rotter, a fam- ily law practitioner in Franklin, to the Commission for the Preservation of America's Heritage Abroad. U. S. Supreme Court Justice Anthony Kennedy will administer the oath of Rotter office May 20. The commission encourages the preservation and protec- tion of the cemeteries, monuments and historic buildings in Eastern or Central Europe. The 21 members of the commis- sion inspect these historical landmarks, hold hearings, take testimony in order to report their findings to the president, the Senate and House of Representatives.
