Sen. Joe Lieberman, D-Conn., moved to
shore up the Democratic voter base this
week when he formally endorsed domes-
tic partner benefits for government
workers.
Speaking to a Reform Jewish group,
the Democratic presidential candidate
expressed concern about gay and lesbian
couples who "have . formed long-term
committed relationships but who still
are discriminated against when they dis-
cover that they can't visit their partner in
a hospital or can't receive health care
benefits or enjoy other crucial rights and
responsibilities."
He then promised to work on behalf
of stalled legislation sponsored by Sen.
Mark Dayton, D-Minn.,
and the late Sen. Paul
Wellstone, D-Minn., "to
extend to the domestic
partners of all federal
employees the same ben-

And he promised that
if the bill fails, "I intend
to introduce it and sign it as president of
the United States."
That is consistent with Lieberman's
past positions, but it is also an attempt
by the candidate — seen as "too conser-
vative" by some Democrats — to shore
up his position with the party base
before the primaries, said the University
of Virginia's Larry Sabato.
"The senator is trying to emphasize
those parts of his record to appeal to the
activists that will show up in the
Democratic caucuses and primaries
around the country," Sabato said. "If he's
nominated, of course, he'll quickly shift
back to the more conservative themes."
But the move could prove risky. "His
problem will be that this endorsement of
gay rights will be on the record, available
for the Republicans' use in the fall,"
Sabato said.
Lieberman's comments were quickly
condemned by Orthodox Jewish groups.
"We have long opposed any government
recognition of a marriage-like relation-
ship among domestic partners, whether
they be gay domestic partners or straight
domestic partners," said Abba Cohen of
