warned settlers against hitchhiking.
The warning said Palestinian ter-
rorists may try to kidnap Israeli
civilians in the West Bank to use
them as bargaining chips for the
release of jailed Palestinians.

Jerusalem/JTA — Israel's Housing
Ministry approved plans to build
232 housing units in the West Bank
settlement of Immanuel.
The ministry said it took the step to
accommodate the fast growth rate of
the settlement's Orthodox families.
In another development, Israel's
Tourism Ministry announced plans to
invest millions of dollars in West Bank
and Gaza Strip tourism projects,
including a "tourism village" in Itamar
and improvements at Rachel's Tomb.

Gets Around Ban

New York/JTA — Nation of Islam
leader Louis Farrakhan circumvented
a ban preventing him from visiting
Britain by addressing supporters via
satellite link from Arizona.
Farrakhan, who has praised Hitler
and called Jews "bloodsuckers," has
been banned from Britain since 1986.

issues.
The talks come as the United
States prepares for a possible war
against Iraq. Sources in Turkey told
