charitable choice legislation that is
certain to be introduced when the
new Congress convenes in January.
"Religious groups already have
access to government funding," she
said, "as long as there are proper pre-
cautions against it being misused."
Charitable choice programs, she said,
are essentially just a way of removing
those safeguards.
But it was the discrimination issue
that generated the strongest opposi-
tion to charitable choice programs in
general and the administration exec-
utive orders in particular. Under cur-
rent civil rights law, religious groups
enjoy an exemption from laws for-
bidding discrimination in hiring
when they use their own money. The
president's order extends that exemp-
tion to permit job discrimination
using federal funds.
