kastma s • - THE ISSUE Despite ongoing Palestinian vio- lence, anti-Israel resolutions at the United Nations and the European Union's pro-Palestinian sympathies, this week Israeli Prime Minister Ariel Sharon's coalition government agreed to work with all parties in the pursuit of peace. BEHIND THE ISSUE Expressing some reservations, Israel nevertheless accepted the negotiat- ing principles of the "quartet," con- sisting of the United States, the European Union, Russia and the United Nations. Under the princi- ples, a permanent settlement between Israel and the Palestinians will be advanced in three stages: first, calm and stabilization; then, establishment of a temporary Palestinian state; and finally, a per- manent settlement by 2005. Political, security and economic reform in the Palestinian Authority are firmly stipulated.
