unable to respond effectively.
The Union of Councils for Jews in
the Former Soviet Union prepared
the report, released in Washington.
The Russian version will be
released in Moscow at a later date.
The annual report documented near-
ly 1,000 acts of xenophobia, anti-
Semitism and religious persecution
in most of Russia's 89 regions.
Our greatest concern, however, is
not so much the growing number of
violent neo-Nazis, but the continu-
ing indifference of many municipal
police forces to their attacks on eth-
nic and religious minority groups,
including Jews," Nickolai Butkevich,
editor of the report, told JTA.

Israel Is 22nd
In Development

Jerusalem/JTA — Israel ranks 22nd
out of 174 countries in social devel-
opment.
The ranking places Israel ahead of
Greece, Portugal and Mexico.
Among developed nations, howev-
er, Israel is weak in education and
poverty rates, according to the U.N.
Human Development Index for the
year 2000.
Israel's standing is expected to fall
in the 2001report because of the
intifada and the high-tech crisis.

IB1V= Tech Used
At Auschwitz?

Washington/JTA — IBM technology
was used at Auschwitz, according to
a journalist.
Until now, Edwin Black has built a
case against the giant computer
company because of the role IBM
technology played during the
Holocaust.
But there was no link to
Auschwitz, the most infamous
German concentration camp.
A recent discovery prompted by a
coincidental finding in a phone
book from the 1940s, however,
shows that machines produced by
IBM — such as punch card
machines, sorters and tabulators —
were in fact used at Auschwitz's slave
labor camp, according to Black,
author of IBM and the Holocaust.
IBM denies aiding the Nazi
regime, but acknowledges that the
Nazis used equipment manufactured
by IBM's German subsidiary.
