with the knowledge that victims
could include international observers
might persuade Arafat and officials of
the Palestinian Authority to end the
double game and finally take action to
end these attacks.
Beyond the very powerful message
that would be sent by such actions,
"riding the buses to protest terror"
should only be one step in a broader
campaign against hatred and violence.
A Washington-based group known
as Search for Common Ground
already has begun a movement aimed
at inculcating the principle of non-vio-
lence, particularly among Palestinians.
Recent polls indicate that these con-
cepts are making some headway,
although the definition of "non-vio-
lence" remains too flexible, and is
often interpreted to include rock-

risks that Israelis
take, will send a
powerful message

throwing and other acts.
Even where it is accepted, non-vio-
lence is often viewed as a tactic to
advance the same Palestinian goals of
exclusivity and the elimination of
Israel as a Jewish state. As a result,
education towards tolerance and the
acceptance of compromise based on
recognition of Jewish rights is an
extremely important goal for any
peace group. On this basis, the princi-
ple of non-violent resolution of dis-
putes has a chance of eventually
becoming a reality.
By riding the Israeli buses, eating
and drinking coffee with Israelis in
corner cafes and restaurants and gener-
ally living the life that Israelis live,
individuals and governments officials
also can lay the foundations for non-
violence. The question is whether any
of these groups of individuals will take
up this challenge? ❑
