There has been no plebiscite for more than five years. The PA not only makes little effort to fight terror, some elements encourage and even participate in terror. And although supposedly centralized, the authority has lost control of its population. Unless Palestinian society chooses new leaders and makes significant politi- cal, security and economic reforms, it will be unable to win respect and legitimacy from Israel and from the international community.
