Dr. Schwarz said he was one of the
authors of the senior prescription pro-
gram that is being phased in this year.
Another need in Michigan, he said,
is for more in-patient psychiatric hos-
pital beds.
"We have closed too many," he said.
"It may even be necessary to expand
some of the facilities or build a new
one."

On the issue of abortion, Dr. Schwarz
said, "Roe v. Wade is subtle law, and a
woman has the legal right to make her
own reproductive decisions."
Education
No greater obligation exists in
Michigan than to improve the public
school system, according to Dr.
Schwarz, who is opposed to tuition
vouchers and wants to fully fund pub-
lic schools.
Fighting Terrorism
The issue of homeland security is a
very large topic, said Dr. Schwarz, a
former assistant naval attaché assigned
by the Central Intelligence Agency to
Southeast Asia from 1968-1970.
"The state is working with the fed-
eral government on what needs to be
done," he said.
"We do have a terrorism military
unit headquartered here in Battle
Creek," he said. "It is a source for any
unit of government to use should
there be any terrorist activity in
Michigan."
Profiling should be allowed by the
authorities because without it, "it
would be entirely too easy" for poten-
tial terrorists, Dr. Schwarz said.
"Should they profile? My answer is,
yes. Do I want to know how they
profile, what the parameters are? No,"
he said. "But do I want to know that
they do profile and they have some
guidelines? Yes."
