For years the ZOA has exposed and documented the Palestinian authority's unmistakable strategy to achieve political and ter- ritorial gains through a campaign of violence in defiance of treaty obligations. While successive Israeli Governments have sought to engage Yasir Arafat in serious peace negotiations, he has embarked on a campaign of hatred and violence instigat- ed by such terrorist groups as Hamas, Islamic Jihad and PFLP including armed groups subservient to the Palestinian Authority. This Arafat inspired campaign of aggression against Israel's civilian population has doomed the peace process and forced Israel to resort to defensive retaliatory measures. Hamas, Islamic Jihad and Hezbollah have been declared terrorist organ- izations, and ipso facto, enemies of the United States. Belatedly, the American Jewish community has come to the realization that Yasir Arafat has disqualified himself as Israel's legitimate partner for peace. The Zionist Organization of America has repeatedly warned not to view Arafat as a credible partner for peace. ., w- ":::1•17";:yri—wito „: .-70-'4Vorm'"'"A`''',,,-,A•%"^N,M""'''vt'''.'''',,r-1-4'''''r'-`11•7-."7---R,::".p. ..,,, <,„ , e „A„..... „ ...* 0 .,,,4wn,.
