This time, the lead sponsor, Rep.
Gary Ackerman, D-N.Y., is trying for
a stronger bill, but is once again
encountering stiff resistance. "We not

mary reason is the administration's
opposition," Ackerman said.
"It is very frustrating to have an
administration that understands how
to react to terrorism, but doesn't
understand that others need to
respond to terrorism as well."
With the GOP in control of the
House and the administration pushing
hard against the Middle East Peace
Compliance Act (MEPCA), "we have
few options," Ackerman said. "Our
strategy is to keep up the pressure on the
administration and on the Middle East."

The Bush administration did its best,
but its best will probably not be
enough to keep the United Nations
Human Rights Commission
(UNHRC), gathered in Geneva for a
six-week meeting, from getting in a
few heavy-handed hits against Israel.
The start of the UNHRC meetings
coincided with a fresh blast from the
man who wants to be an honest bro-
ker in the Mideast peace process. In a-
letter to Israel Prime Minister Ariel
Sharon, U.N. Secretary General Kofi
Annan said that Israel's recent push
into Palestinian-held territory "has
come to resemble all-out conventional
war.
The UNHRC meetings will be the
first since the United States lost its seat
on the 53-member panel last year.
Delegates are expected to pass about 100
resolutions; at least five of them will
attack Israel as a major human rights vio-
lator. As usual, there will be no corre-
sponding resolutions criticizing
Palestinian violence, or the well-docu-
mented human rights abuses in
Palestinian Authority-controlled territory.
Dan Mariaschin; executive vice pres-
ident of B'nai B'rith, said the commis-
sion has reserved one full day for dis-
cussing alleged Israeli human rights
abuses, and one day to consider abuses
in the rest of the world. "Where are
the voices calling for a measure of pro-
portion?" Mariaschin said. "The other
democracies let this happen; it's as if
they've ceded the ground to the
extremists and the human rights
abusers entirely." ❑
