conflict and promote democracy is
severe right now, and it requires an
immediate and dramatic response.”
And the increase, she said, is neces-
sary to "complement our investments
in the war on terrorism."
The pro-Israel lobby has generally
fought for overall aid increases, both
on humanitarian grounds and to pro-
tect Israel's $2.8 billion annual aid —
which sticks out like a sore thumb
when the overall aid budget shrinks.

Little Input
With U.S. Mideast peace efforts accel-
erating and the Bush administration
showing signs of tightening the reins
on Israeli Prime Minister Ariel Sharon,
members of Congress are hoping to
head off any unwarranted concessions
to the Palestinians.
But the efforts on Capitol Hill
remain largely symbolic, and some
lawmakers and staffers are frustrated.
"In the end, it's the president who
sets policy," said a Capitol Hill staffer.
"What we do can have an impact, but
it's mostly symbolic — and in the end,
the administration can and does
ignore a lot of it."
Still, supporters of several bills and
congressional resolutions are slogging
on even as the administration does
some diplomatic bobbing and weaving
in the region. Late last week, the
White House received a letter signed
by 230 House members urging the
administration to add three factions
allied with Palestinian leader Yasser
Arafat to the official U.S. list of terror-
ist organizations: the Al Aqsa Brigade,
Tanzim and Force 17.
Washington sources say the State
Department is considering adding the
Al-Aqsa Brigade to the official rogues
list. Several Jewish groups jumped the
gun with press releases announcing
that the administration had already
done so, but sources say any action
will probably be put off until the cur-
rent cease-fire mission by special envoy
Anthony Zinni is wrapped up.
The congressional letter was spear-
headed by Rep. Henry A. Waxman,
D-Calif., and Rep. Ileana Ros-
Lehtinen, R-Fla.
"President Bush has done a tremen-
dous job making clear that the United
States will not tolerate Palestinian sup-
port for terrorist groups that target
innocent civilians and threaten U.S.
efforts to restore stability," Waxman
said, "but it's time to take our policy a
step further."
