* $500,000 to support five emer-
gency supportive communities for
the elderly ($100,000 each) address-
ing the isolation needs of older
adults living in 36 confrontation
areas.
* NATAL, a hotline and trauma
center that supports Israeli citizens
who suffer from emotional trauma
resulting from terrorist activities.
* Tzaadim Kadima supports two
after-school sports programs, one in
Yavne and one in Netanya, targeting
Ethiopian children, grades 3-9.
All funding recommendations rep-
resent one-time efforts for initiatives
that can be implemented within the
next 18 months.
Distribution of the fund will be
controlled by the Federation through
its Israel and Overseas Committee
led by Stuart Hertzberg and Michael
Horowitz, working partnership agen-
cies overseas, the Jewish Agency for
Israel and the American Jewish Joint
Distribution Committee. Penny
Blumenstein, the Federation's imme-
diate past president, chaired the
review committee that set criteria for
challenge fund allocations.
Other allocations may come as
needs arise.
Many federations across North
America have implemented other
special fund-raising efforts; some
have started second-line campaigns
and some might take funds from
endowments, said Neistein.
According to Glenn Rosencrantz,
of the New York City-based United
Jewish Communities, the umbrella
organization of North American
Jewish federations, the federations
have raised $92.8 million.
But Detroit is special, said Jackier.
"To be honest with you, the com-
munities have been pretty much on
their own, and not all the communi-
ties have done what Detroit has
done. We were one of the first," he
said.
Each federation is on its own to
decide what to do with the money.
It's the Federation's job to continue
to struggle with Israel's plight, and
how it affects the Detroit Jewish
community, Jackier said.
"You can never say what's more
important, my right leg or my left
arm. As hard as we work, we can
never adequately address what's
needed, and so we urge every Jewish
Detroiter to make his or her
strongest commitment to Israel at
this time." ❑
