the ones who work with us and whose
children go to school with our chil-
dren."
Rabbi Wine sees these obligations
from a moral standpoint. He cautions
Jews from allowing their fears to over-
come their moral obligations. "We real-
ly must discipline ourselves to avoid
stereotyping," he said. "It's hard, but it's
a moral obligation, and most moral
obligations are very difficult."
He also doesn't shy away from
spelling out how he would handle mat-
ters in these difficult times.
"We don't need military tribunals to
try people. Bush and Ashcroft have
backed away from this," Rabbi Wine
said. "We don't need indefinite deten-
tion, which is an abuse that should be
corrected.
"We don't need racial profiling, but
with some reservation," he added.
"Mainly, [because] enemies come
from the Muslim world, a certain
level of ethnic profiling is expected,
but it should be done with care. You
may interview ethnic groups, but with
courtesy and access to lawyers. We
may arrest suspicious people, but
there's no reason to detain them
indefinitely. Obviously, if a major
assault occurred here, all these conclu-
sions would be revised."
He also would allow wire tapping
when there's a strong lead to a terror-
ist act. "And we ought to be tighten-
ing control of immigration. People
don't have a moral right to remain if
they failed to renew their visas," he
added.
Rabbi Nelson of Beth Shalom, who
has a number of Russian immigrants
in his synagogue, says he's not aware
of any of the new visa laws or increase
in racial profiling effecting them.
"But I get very nervous, I don't like
to see civil liberties compromised," he
said. "Why do things regrettable now
that we'll be apologizing for later?"
He also has reservations. "A majori-
ty [of Arab Americans] want what we
want — to enjoy the blessing of
America. But they have to walk the
extra mile to show they are above and
beyond suspicion."
As Americans continue to craft a
solution to the balance between secu-
rity and civil rights, the JCPA plenum
took a step in giving a Jewish voice to
the national debate.
One thing that's clear is the pride
Ann Zousmer expressed after the debate
in Washington, D.C. She was moved by
the number of different Jewish commu-
nities and thoughts that came together
while discussing the issues, she said. "It's
debate at its best."D
