ments to halt terrorism and incitement.
The measure that was adopted as part
of a House-Senate conference commit-
tee agreement was a watered-down ver-
sion of a bill first offered by Rep. Gary
Ackerman, D-N.Y., the Middle East
Peace Commitments Act (MEPCA).
Rep. Jim Kolbe, R-Ariz., and Rep.
Nita Lowey, D-N.Y., were instrumen-
tal in keeping the sanctions language
in the final measure, despite adminis-
tration opposition. In the Senate, the
amendment was pushed by Sen. Mitch
McConnell, R-Ky., and Sen. Dianne
Feinstein, D-Calif.
But the measure's impact will be
more symbolic than real because it
includes broad presidential waiver
authority.
And this week, the overall foreign
aid bill was hung up by congressional
Republicans who objected to finding
for the U.N. Population Fund — the
latest skirmish in the longstanding
fight over support for family planning
and abortion services abroad.
Also, Sen. Christopher Bond, R-
Mo., and Sen. Chuck Schumer, D-
N.Y., got an impressive 89 signatures
on a letter praising President George
W. Bush for refusing to meet with
Arafat and urging the president not to
pressure Israel to refrain from retaliat-
ing for terror attacks.
The letter was signed by a few law-
makers who generally refrain from
participating in such missives, includ-
ing Sen. Pete Domenici, R-N.M., and
Sen. Fred Thompson, R-Tenn.
And Rep. Eric Cantor, R-Va., antici-
pating Secretary of State Colin
Powell's Mideast "vision" speech on
Monday, has called for an end to U.S.
dealings with Arafat.

In yet another sign of the rightward
shift of the American Jewish commu-
nity on Mideast issues, the American
Jewish Congress — once one of the
most dovish Jewish organizations —
has hired a strong critic of the peace
process for a key position.
Charles Brooks, who has consulted
for the anti-Oslo Zionist Organization
of America in recent years, will take
over both the Washington and the
regional offices of the AJCongress.
For years, the group was headed by
Henry Siegman, a leading dove and now
director of the Middle East program at
the Council on Foreign Relations.
Brooks, a former aide to Sen. Arlen
Specter, R-Pa., also served as executive
director of the National PAC, the biggest
pro-Israel political action committee.
